NSFAS is a government entity under the Department of Higher Education and Training established according to the NSFAS Act (Act 56 of 1999) to provide financial support to disadvantaged students who wish to further their studies at public universities or TVET colleges.

The mission statement is divided into three sections, each of which explains why NSFAS exists and how it serves the target audience:

  • The National Student Financial Aid Scheme (NSFAS) was established to give financial aid to qualifying students at TVET institutes and public universities.
  • NSFAS finds qualified students, awards bursaries, and collects past student loan repayments in order to replenish funds for future generations of students; and
  • NSFAS promotes access to and success in higher education and training for students from low- and middle-income families who would otherwise be unable to afford it.
