NSFAS was established by the National Student Financial Aid Scheme Act of 1999 (Act 56 of 1999), which includes TEFSA (Tertiary Education Fund of South Africa). From 1993 to 2000, TEFSA was the largest non-profit organization under Section 21 of the Companies Act, and it ceased operations in July 2000. All previous loans were transferred to NSFAS according to TEFSA documents.

Their mission is to turn NSFAS into a long-term provider of financial aid to students from low-income and working-class families, supporting access to and success in higher and further education and training to help South Africa accomplish its national and human resource development goals.

The mission statement is divided into three sections, each one explains why NSFAS exists and how it affects the target audience:

NSFAS exists to offer financial aid to eligible students at TVET colleges and public universities;
NSFAS selects qualified students, awards bursaries, and collects past student loan repayments in order to replenish funds for future generations of students.; and,
NSFAS promotes access to higher education and training for students from low-income and working-class households who would otherwise be unable to afford it.

A person with a disability: Combined household income must not be more than R600 000 per annum
Students who started studying before 2018 whose household income is not more than R122 000 per annum.

Who should not apply?

Students that have completed a previous qualification.
Students with a combined household income of more than R350 000 per annum.
Students who have already applied, qualified and received funding. They are automatically funded for the duration of their studies provided they pass their modules and meet the academic requirements.
Foreign students (any student who is not a South African citizen).
